Ranks Rules:
RRs must build with the terrain
RRs must have a permit to be built
A RR permit costs 500k to buy
Highways must have stone, black wool, or other good locking block under it.
Highways must have atleast two road sides
Highway owners must pay 700k to obtain permit
Captains must pay 500k
Captains can build ports and canals on a ocean
To obtain airport pass pay 900k
